State rules remain the starting point. Confirm the operative local ordinance, amendments, property authority, warning history and citation procedure. County park restrictions do not establish a special ban on every unincorporated road.
City of Fort Myers · micromobility
Article IV, §§86-154–86-161 (ordinance 3995), uses its own small/lightweight, 15-mph-or-less micromobility definition. §86-160 addresses all persons operating those defined devices: age 16 minimum; downtown streets rather than sidewalks; outside downtown sidewalks rather than streets; bike lanes allowed unless posted. Parking garages and pedestrian-only areas are excluded.
Assess: Confirm the local definition and downtown boundary before enforcement; do not treat this as a rule for every electric motorcycle or e-bike. Yield to pedestrians, obey sidewalk safety and designated parking requirements. Rental services require a city agreement; §86-155(b) also addresses paying/renting from an unauthorized provider. §86-161 supplies enforcement routes rather than one universal fine. Resolve scope/state-law conflicts with city legal counsel.
Lee County parks · county property
Ordinance 18-12, amended by 18-27, limits motorized vehicles to designated areas and bicycles to paved roads/designated paths. Caloosahatchee Regional Park expressly prohibits electric bikes.
Assess: Confirm park ownership, designated areas and current signage. Exhibit B lists 11.5 motorized-vehicle fines of $100/$250/$500 and 11.11 bicycle fines of $75/$150/$300 for successive violations. This is not a countywide public-road ban.
Fort Myers Beach · sidewalks & beach
Ordinance 25-03 permits qualifying e-bikes on eligible sidewalks at up to 15 mph. Yield/warn audibly; pass pedestrians at idle speed (generally 1–3 mph), with throttle disengaged and pedal power only. Where sidewalks exist on both sides, use the right side with traffic.
Assess: No bicycle/e-bike riding on the Estero Boulevard sidewalk between Old San Carlos Boulevard and Avenue C; obey posted exclusions. Helper-motor beach/path prohibition remains except the sidewalk allowance. §28-81 also requires lighting at all times and an audible device. §28-87(1) specifies $100 for listed sidewalk violations; other first violations receive a warning and later violations up to $50. Verify the subsection.
Estero · sidewalks & shared paths
Adopted ordinance 2020-01 prohibits powered devices on public sidewalks/paths, with exceptions including a person 18 or older on a Class 1 pedal-assisted bicycle (assist ends at 20 mph) and specified mobility/official uses.
Assess: Sidewalk/path restriction, not proof of a roadway licensing offense. First violation: written warning; later violations: up to $500 plus applicable state penalties. Listed device rentals for path use are restricted. Check later amendments before enforcement.
Bonita Springs · new 2026 rule
§40-65 (ordinance 26-07, June 3, 2026) governs the incorporated city. Eligible sidewalk/crosswalk/multi-use/bicycle-path travel is generally capped at 15 mph unless posted otherwise. Registered motorcycles are excluded from sidewalk/crosswalk/multi-use operation. Listed vehicles, including bicycles, are prohibited on trails, greenways and greenbelts unless city-posted otherwise.
Assess: Yield/slow/warn before passing; under-16 helmet and dusk-to-dawn lighting duties apply. §40-65(i) references at least a nonmoving chapter 318 penalty. ‘Allowed pursuant to law’ does not waive state licensing, registration or equipment duties. Obtain legal review for ambiguous/conflicting motorcycle treatment.
Sanibel · shared-use paths
Current §66-165 permits Class 1 e-bikes for riders age 16 or older, plus specified official/disability exceptions. Class 2/3 and other powered devices are excluded from these paths absent another exception. Obey posted path speeds; §66-164 authorizes location-specific limits of no more than 20 mph.
§66-171: first offense warning/no fine; second $100 plus $10 filing fee if timely paid; third $350 plus $10; fourth/subsequent $500 plus $10. The code and signed 25-009 ordinance conflict on the second-offense payment deadline/late amount. Verify that detail with the clerk before quoting a total.
Cape Coral / other property
No device-specific citywide restriction is asserted here without verified operative text. Check current codes, uncodified ordinances and individual park/path rules. Fort Myers Beach rules do not apply simply because an address says “Fort Myers.”
